Financial support: This important project is implemented within the framework of a program funded by the International Organization for Migration (IOM) / the UN Migration Agency in Uzbekistan and the Ministry of Justice of Sweden.
Project Goal: The main goal of the project is to form a network of young leaders in Fergana region over a period of six months, who will actively participate in targeted information campaigns within local communities (mahallas). These campaigns aim to raise awareness about safe labor migration and available support services, as well as to reduce irregular migration to Sweden and other European Union countries.

📣📣📣 The success of the mahalla is in our hands! A three-day training on developing Community Development Action Plans (CDAP) has started!
🗓 From October 21 to 23, 2025, an intensive training is being held at the Asia Tashkent Hotel, aimed at strengthening the capacity of local communities to create alternative ways to prevent irregular migration.
Organizers: The International Organization for Migration (IOM) Mission in Uzbekistan and partners.
🌍 Purpose of the training (CDAP): To train local activists and partners in effective methodologies for developing Mahalla Action Plans focused on community development and preventing irregular migration through concrete solutions.
Main directions of the program:
Introduction to CDAP: a detailed study of methodology and best practices.
Assessment of migration drivers: training in survey methods among the population to identify the causes of irregular migration.
Needs assessment tools: learning practical methods for developing demand-based solutions, including visualization of community needs and mobility.
Practical plan development: participants work in groups to create specific Action Plans for alternatives to irregular migration (steps 5–6).
Monitoring and evaluation: an overview of the stages of applying and monitoring the implementation of the developed plans (steps 7–8).
🤝 Among the active participants are the Fergana branch of the public association “Yuksak Salohiyat” and their partners from three target mahallas, who are actively involved in lively discussions and practical sessions.
🎤 On the first day, the Head of the IOM Mission in Uzbekistan, Mr. Andrew Gray, delivered a welcome speech.

📣📣📣NEW SKILLS FOR SAFE MIGRATION!
🗓 From November 2 to 4, 2025, in Tashkent (Ichan QaLa Hotel), employees of the Fergana branch of the public association "Yuksak salohiyat", together with the leaders of the target mahallas of three districts of the Fergana region, as well as partners from other regions of Uzbekistan, actively participated in lively discussions and practical sessions during the training "Developing a Communication Strategy for Social and Behavioral Change (SBCC)".
The training was funded by the International Organization for Migration (IOM) / UN Migration Agency in Uzbekistan, with the support of the Ministry of Justice of Sweden.
The purpose of the training: To strengthen efforts to reduce illegal migration from Uzbekistan to Sweden and the EU.
☄️The training was conducted by the international IOM/Migration expert, Ms. Marina Govorukhina, who shared her experience with our partners. All participants gained new, invaluable skills in the field of SBCC.
🤝 We hope that the experience gained will enable our partners to carry out effective prevention of illegal migration in the target areas and motivate migrants to develop businesses in their homeland, as well as become an example for other communities!
At the end of the training, participants were awarded certificates and methodological materials for their work in their mahallas!


📣📣📣EFFECTIVE ACTION AGAINST IRREGULAR MIGRATION: COOPERATION AND CAPACITY STRENGTHENING ‼️The Fergana branch of the public association “Yuksak salohiyat” held an important event within the framework of the project “Preventing irregular migration and the role of youth in safe migration.” 🔔The goal of the project is to support the capacity of local communities (mahallas) through the development of Community Development and Action Plans (CDAP) aimed at creating effective alternatives to irregular migration. ⚡️Within the project, various activities are being carried out, including scientific research, consultative meetings with residents and mahalla activists, development of mahalla action plans, trainings, forum-theatre events, round-table discussions, and participation in small grant programs. 🔥On December 1 of this year, a Round Table was organized at the NGO House of Fergana city on the topic: “Information on the activities carried out to reduce irregular migration to Sweden and other EU countries through targeted information campaigns in local communities (mahallas), and expanding cooperation within the mahallas.” 🌐The event was attended by key representatives of international and national organizations working in the field of migration: the International Organization for Migration (IOM) Uzbekistan Office; Deputy Head of the Fergana Regional Department of the Uzbekistan Mahalla Association; Deputy Director of the Fergana Branch of the Agency for External Labour Migration; a Fergana city deputy; chairpersons and activists of the three targeted mahallas; and representatives of NGOs. 🔼During the lively discussion, participants actively examined the situation related to irregular labour migration, as well as opportunities provided to potential or returning migrants for establishing small enterprises as an alternative to irregular migration. 🔽As part of the event, office equipment was donated to the three targeted mahalla citizens’ assemblies where the project is being implemented, to further improve the effectiveness of project activities. This project is supported by the International Organization for Migration (IOM) / UN Migration Agency in Uzbekistan and the Ministry of Justice of Sweden under the program “Sweden’s contribution to supporting IOM activities on preventing irregular migration…”.


The Fergana branch of the public association "Yuksak Salohiyat" continues its activities under the project "The Role of Youth in the Prevention of Illegal Migration and Safe Migration," funded by the Swedish Ministry of Justice and the IOM Representative Office in Uzbekistan. Forty-two psychologists participated in two TOTs from December 22 to 26, 2025, and gained skills in conducting educational programs on the prevention of illegal and safe migration in their regions. The board of the Fergana branch of the public association "Yuksak Salohiyat" expresses its sincere gratitude to the leadership of the Fergana Regional Department of Preschool and School Education for their prompt assistance in organizing the event and wishes all teachers and mentors a Happy New Year 2026!


Roundtable Discussion: Safe Migration and the Future of Youth
📚 On January 29, 2026, an important event was held at the “Ziyarat” Hotel in the city of Fergana. The Fergana branch of the public association “Yuksak Salohiyat” organized a final roundtable discussion within the framework of the project “The Role of Youth in Preventing Illegal Migration and Promoting Safe Migration.”
The event was attended by representatives of the regional hokimiyat, the Mahalla Association, the Migration Agency, the Department of Preschool and School Education, psychologists, as well as chairpersons of citizens’ self-governing bodies (MFY).
During the event, the following key topics were discussed: 💎 the results of the SBCC campaign (Social and Behavior Change Communication) conducted in three target mahallas; risks and threats related to labor migration abroad, prevention of human trafficking and labor exploitation; proper documentation and the use of consular services.
Participants shared their views not only on going abroad, but also on seeking opportunities within the country, improving skills, and creating new jobs.
🏆 At the end of the event, psychologists and participants who prepared video materials for the “Forum Theatre” review-competition and became winners in various nominations were awarded memorable gifts.
